Chuan Lee is a Professor in the School of Communication and President of Ming Chuan University. He holds a B.A. in English Literature from the Chinese Culture University, an M.S. in Management from the State University of New York at Binghamton and a Ph.D. from the University of Southern California in Post-secondary and Higher Education. Moreover, Dr. Lee has been awarded honorary doctorate degrees from Lincoln Memorial University (United States), Oklahoma City University (United States), Plekhanov Russian Academy of Economics (Russia), The University of Suwon (Korea), and Saginaw Valley State University (United States). His current research interests include Knowledge, Media and Financial Management, Quality Management in Higher Education, and the Glocalization of Higher Education. His papers have appeared in International Journal of Management, Journal of Information & Optimization Sciences, International Journal of Fuzzy Systems, PanPacific Management Review, Journal of Statistics & Management Systems, International Journal of Information Technology & Decision Making, Tourism Management, among others. He has written books on: Management, Education Reform and University Development, Competitive Strategies for Higher Education, Internationalization of Higher Education and Producing Glocalized Students.

Professor Jen-Sue Chen received her Ph. D. in Materials Science at California Institute of Technology, USA, in 1995, and joined the Department of Materials Science and Engineering at National Cheng Kung University (NCKU), Taiwan, in 1996. She was promoted to full professor in 2002. Afterwards, she started to get involved in academic administration work in her university. She had served as the Director of Project Management Division, Office of Research and Development (2003 to 2004), Associate Dean of College of Engineering (2004 to 2006), Chairperson of Department of Materials Science and Engineering (2006 to 2009) and Associate Vice President of Office for International Affairs (2011 to 2015). In additional to her academic career with NCKU, she also had been the visiting scholar in Swiss Federal Institute of Technology, Zürich (ETHZ), Switzerland (2004), University of Washington, USA (2010) and University of Groningen, the Netherlands (2015). Professor Chen’s research interest focuses on the material processing and characterization of thin films in microelectronic and optoelectronic devices. Her career profile is included in the book “Successful Women Ceramic and Glass Scientists and Engineers: 100 Inspirational Profiles” authored by Lynnette D. Madsen (The American Ceramic Society and John Wiley & Sons, Inc., January 2016), which features 100 women from 29 countries, born in the 1920’s to 1970’s, and is aiming to provide novelty, inspiration, motivation and a bright perspective for the next generation of scientists and engineers seeking exciting and fulfilling careers.


During her four-year term of serving as the Associate Vice President for International Affairs at NCKU, Professor Chen began to direct her interests to the subject matter of higher education development and advancement. She has been dedicating herself to international higher education affairs since then. In October 2016, Professor Chen was appointed CEO of FICHET. FICHET has been commissioned as a platform for international cooperation between Taiwanese and foreign universities. Its current operations include the planning of international educator assemblies (in Europe, America, and Asia) and fostering human resources in the field of international education administration to enhance communication efficiency between various agents working on these platforms.

Prof. Dr. Ching-Jong Liao

Ching-Jong Liao is the President of the National Taiwan University of Science and Technology (Taiwan Tech) and a Chair Professor of the Department of Industrial Management at Taiwan Tech. He also serves as Editor-in-Chief of Journal of the Chinese Institute of Engineers and Editorial Board Members of several SCI indexed journals such as Applied Soft Computing. He received his Ph.D. in Industrial Engineering from the Pennsylvania State University in 1988.

Professor Liao is the author of nearly one hundred SCI indexed journal papers, with three highly-cited, on production scheduling and meta-heuristics. He has won the Distinguished Research Awards several times from the National Science Council of Taiwan. Professor Liao is a Fellow of APIEMS and CIIE.
