Toru Takenaka is a professor at Research Department of the National Institution of Academic Degrees and Quality Enhancement of Higher Education (NIAD-QE). He studied history and was awarded PhD at Kyoto University. His specialty is modern German history as well as cultural transfer between Japan and Europe in modern times. He taught European history as professor at the Graduate School of Osaka University for more than twenty years before joining the NIAD-QE this April.
He has published a number of books and articles, including Meiji no Wāguna Būmu: Kindai Nihon no Ongaku Iten [Wagner Boom in the Meiji Era: Music Transfer in Modern Japan], Tokyo: Chuo Koron 2016; Kiesuru Seikimatsu: Doitsu Kindai no Genrishugisha Gunzo [The Fin de siècle-Piety: Fundamentalists in Modern Germany], Kyoto: Minerva 2004; Kindai Doitsu ni okeru Fukko to Kaikaku: Daini Teiseiki no Nomin Undo to Hankindaishugi [Restoration and Reform in Modern Germany: Peasants Movements and Anti-Modernism in Imperial Germany], Kyoto: Koyo 1996; Siemens in Japan: Von der Landesöffnung bis zum Ersten Weltkrieg, Stuttgart: F. I got a Ph.D of educational administration at the University of Iowa, USA in 1989. After that I worked at the Korea Educational Development Institute for 2 years as a senior researcher. The main topic that I studied was the development of rural schools. In 1994 I moved to Woosuk university and worked for 13 years as a professor. In 2007 I changed my working place to Kongju National University, which is one of 3 universities for educating preliminary teachers.
From 2000 to 2001 I had worked for Presidential Commission as a professional consultant. It was a great experience for making Korean educational plan. At that time our Commission had considered lots of Korean education tasks.
From 2015 I have worked for Korean University Accreditation Institute as a President. Accreditation is a very important role for developing and assuring Korean universities. As Korean accreditation system is at a first stage there are lots of issues which we have to solve together.

Hideki Fukuda joined Kanegafuchi Chemical Industry Co., Ltd. (currently Kaneka Corporation) in 1970. Also, he earned a Ph.D. in engineering from Kyoto University in 1980. As a professor in the Faculty of Engineering, he joined Kobe University in 1994. Then, he served as President of Kobe University for six years from 2009. He took up his current position as President of the National Institution for Academic Degrees and Quality Enhancement of Higher Education (NIAD-QE) in April 2016. He is an honorary member of the Society of Chemical Engineers, Japan.
