Graduated with Bachelor of Applied Science from Universiti Sains Malaysia, and subsequently an MBA from University of Missouri, USA.

Previously attached to the Public Service Department and had worked in MAMPU, PM Department for 2 years before being seconded to the National Accreditation Board from 2001 to 2007, and now with the Malaysian Qualifications Agency (MQA) since 2007.

Represented MQA at various regional meetings and workshops related to higher education and quality assurance.

Previously held the post of Director of Accreditation Division which is responsible for evaluation and accreditation of programmes.

Currently, he is the Senior Director for the Policy and Expertise Development Sector in MQA.  His area of responsibility includes overseeing the development of policy and various documents on Quality Assurance, and also training of assessors.

Yung-chi Hou (Angela) is Professor of Higher Education at Fu Jen Catholic University, Taiwan. She now serves as the Executive Director of Higher Education Evaluation & Accreditation Council as well as the Vice President of APQN. Currently, she is also in the service of Chief-in-Editor of HEED Journal jointly published by HEEACT and Asian Pacific Quality Network (APQN) and as Associate Editor of Journal of Asian Pacific Educational Review (SSCI). She specializes in higher education policy, quality management, internationalization, faculty development, quality assurance of cross border higher education. She has been conducting several international higher education research projects funded by Taiwan, US, and Russian governments.

 

Over the past 5 years, she has been invited to CHEA, SEEI, IREG, HKCAAVQ, HEEC, AACCUP, PACUCOA, NAAC, British Council, INQAAHE, APEC, ENQA, and APQN to present her studies and to share Taiwan higher education as well. Up to present, she has published more than 120 Chinese and English papers, articles, book chapters and reports in the areas of higher education evaluation and rankings in local and international referred journals. She is the author of CHEA Principles "Principle 1 Quality and higher education providers". She is also recognized by the Springer as one of the top 24 Asian researchers in higher education field. Over past five years, she has been awarded “Outstanding Researcher” by Ministry of Science and Technology, Taiwan.

"Quality Assurance and Qualification Recognition"

Ms. Eve McMahon is the Manager, Quality Assurance Strategy at the New Zealand Qualifications Authority (NZQA). She is responsible for leading NZQA’s contribution to the development of tertiary education policy, advice to Minsters on tertiary education matters, and maintaining the New Zealand Qualifications Framework system architecture and related quality assurance system.

Since 2010 Eve has led major changes to the New Zealand qualifications system, which included establishing the New Zealand Qualifications Framework as a third generation framework and the introduction of a comprehensive framework for quality assurance using evaluative approaches. Eve provides technical advice and consultancy on New Zealand’s qualifications referencing and quality assurance work with other countries.

Dr. Flora Chia-I Chang

President, Tamkang University, Taiwan

Dr. Flora Chang is the president of Tamkang University (TKU) since 2004, and currently a professor of Graduate Institute of Educational Policy and Leadership of TKU. Dr. Chang earned a master’s degree in economics from San Francisco State University in 1982, another master’s degree in education from Stanford University in 1983, and doctoral degree on higher education from Stanford University in 1995.

 

Under her leadership, in 2009, TKU was awarded the 19th National Quality Award from the Taiwan Ministry of Economic Affairs for the excellent achievement in implementing the system of Total Quality Management. She was named the 2011 Alumna of the Year by San Francisco State University for her outstanding experiences and achievements in applying her expertise in total quality management and distance learning technology to streamline university operations.

 

She has been the Chairperson of the Foundation for International Cooperation in Higher Education of Taiwan (FICHET) from 2009 to 2015, to function as a platform for international cooperation between Taiwanese and foreign universities. In addition, she serves as the Chairperson of Taiwan Higher Education Society which committed to the advancement of higher education research, policy and related activities.
