Professor Dr. Jianxin Zhang is President of Asia Pacific Quality Network (APQN), the largest non-profit and non-government organization in the Asia-Pacific Region. She serves as Chief Expert of Yunnan Higher Education Evaluation Center (YHEEC), Director of Research Sector of Higher Education in the Research Institute of Higher Education in Yunnan University and Advisor of Council for CHEA (Higher Education Accreditation) International Quality Group (CIQG) in USA since 2012.

She gained her PhD degree in Higher Education at Peking University in China, her Master degree in Higher Education at the Swiss Federal Institute of Technology (EPFL) in Switzerland. She was a visiting scholar in Asia-Pacific Program of Educational Innovation for Development (APEID) of UNESCO.

She has been greatly involved in the practice and research of quality assurance. She organized over 20 on-site evaluations to higher education institutions and co-hosted 2015 APQN Annual Conference in Kunming in China, designed the framework of program evaluation, conducted 3 workshops on external QA evaluators for NACTE and NAEAC in Pakistan, reviewed Fiji Higher Education Commission and Russian Register in the on-site review of Asia-Pacific Quality Register(APQR) as well as on-site review of student learning outcomes of CHEA/CIQG Quality Platform Review, observed in AUN Actual Quality Assessment at Program Level, presented in Asia-Pacific Sub-regional Preparatory Conference for 2009 World Conference on Higher Education and participated in International Forum for Education 2021 organized by East-West Center in USA. She has visited over 50 countries and territories such as USA, Australia, Pakistan, Belgium and others on various academic assignments.

She has been teaching for 37 years and supervised over 50 postgraduates in Yunnan University. She presided and engaged in over 60 research projects both at home and abroad, e.g. “Survey on Chiba Principles” sponsored by UNESCO for APQN. She specializes in quality assurance, education management, and internationalization of higher education, university culture, ethnic minority education and others. She has published 6 monographs, 4 translated books, 16 edited books and over 200 papers.

Dr. Jagannath Patil is the immediate Past President of Asia Pacific Quality Network [APQN], the largest regional network of QA bodies from over 50 countries. An internationally recognized quality assurance professional, Dr. Patil serves as Adviser at National Assessment and Accreditation Council of India. As the longest serving President and elected Board member of APQN for over 3 terms, JP has made stellar contribution in building APQN as one of the world’s most respected QA organisation in higher education. Besides being the first Indian national to head APQN, he was also an elected president of global quality network - INQAAHE in 2015-2016, being the first Asian expert to become INQAAHE President. He is also the founder Chairperson of Asia Pacific Quality Register [APQR].

As the Convenor of first Global Summit on Quality higher education with 16 international partners organised by NAAC and APQN which culminated in historic Bengaluru Statement 2016 on Next- generation Quality assurance in Higher education, Dr JP has played key role in placing NAAC and India prominently on global quality scenario.

Dr JP has served as consultant on various national and international missions including that of UNESCO, World Bank, etc. As experienced QA Professional of  the leading QA agency and Board member of APQN for several years, he has shared his QA expertise to many HEIs and QAAs across the world.  His key assignment was as consultant on UNESCO/ World Bank mission to Association of African Universities- AAU, Accra to help capacity building initiative of emerging African QA Network.  In June 2012, Dr JP was invited as Chair of  international  panel to review the regulatory Framework of the Tertiary Education Commission, Mauritius.

As an Adviser of NAAC he has coordinated Assessment and Accreditation exercise of about 1000 Higher Educational Institutions.

He has visited about 40 countries on academic assignments and made presentations and/or conducted workshops in quality assurance as resource person. He is one of the sought after speaker in QA fraternity around the world and has delivered Key note speeches in Asia, Europe, Africa and Americas.  Dr.  Patil has also been a Moderator of APARNET, an online community of UNESCO Bangkok. As APQN President he has served on many Working Groups of UNESCO.

 

He has authored and edited publications on accreditation and quality assurance under the auspices of NAAC, APQN and other international fora. Among various recognitions, he is recipient of  a prestigious international award by the  Government of Australia titled- Endeavor India Executive Award for year 2007.

After taking over as APQN President, Dr. JP has launched several initiatives including APQN Quality Awards, APQN Exchange Program, MoU with Commonwealth of Learning , Canada, MoU with European Consortium of Accreditation [ ECA]  and Quality publication series, etc.

JP led new initiatives of APQN to launch Asia Pacific Quality Information Portal and Asia Pacific Quality Assurance Register [APQR] as part of decennial agenda.

Dr JP has received international recognition for contribution to Quality Assurance in Asia Pacific in form of Plaque of Honour awarded by ONESQA, Thailand received at the hands of Deputy Prime Minister of Thailand on 7th November 2013 at Bangkok. He also spearheaded initiatives to mark 25 years of INQAAHE including proposal to launch Global Quality Assurance Register [GQAR].

 

On behalf of NAAC, recently he received prestigious APQN Quality Award 2017 for International Co-operation in QA at Moscow, Russia.

"Quality Assurance in Regional Network"

Yung-chi Hou (Angela) is Professor of Higher Education at Fu Jen Catholic University, Taiwan. She now serves as the Executive Director of Higher Education Evaluation & Accreditation Council as well as the Vice President of APQN. Currently, she is also in the service of Chief-in-Editor of HEED Journal jointly published by HEEACT and Asian Pacific Quality Network (APQN) and as Associate Editor of Journal of Asian Pacific Educational Review (SSCI). She specializes in higher education policy, quality management, internationalization, faculty development, quality assurance of cross border higher education. She has been conducting several international higher education research projects funded by Taiwan, US, and Russian governments.

 

Over the past 5 years, she has been invited to CHEA, SEEI, IREG, HKCAAVQ, HEEC, AACCUP, PACUCOA, NAAC, British Council, INQAAHE, APEC, ENQA, and APQN to present her studies and to share Taiwan higher education as well. Up to present, she has published more than 120 Chinese and English papers, articles, book chapters and reports in the areas of higher education evaluation and rankings in local and international referred journals. She is the author of CHEA Principles "Principle 1 Quality and higher education providers". She is also recognized by the Springer as one of the top 24 Asian researchers in higher education field. Over past five years, she has been awarded “Outstanding Researcher” by Ministry of Science and Technology, Taiwan.

Currently the Chairman of Taiwan Assessment and Evaluation Association (TWAEA), Honorary President& Distinguished Chair Professor of I-Shou University, Executive Director of Nan Tien Institute (Australia) and Director of Fooyin University.

 

Dr. Fu has an outstanding performance in the field of “Electronic Materials, Electronic Manufacturing& Packaging”. He is the first one in Taiwan to receive “David Feldman Outstanding Contribution Award” of IEEE in 2015. He had also received the Fellow of International Microelectronics Assembly and Packaging Society (IMAPS) in 2003 and the Fellow of Institute of Electrical and Electronics Engineering (IEEE) in 2009. In addition to those, more honors were awarded in 2010 and 2011 to receive the Fellows from “Chinese Society for Management of Technology” and “Material Research Society Taiwan”. Dr. Fu is the founding president of I-Shou University. He had been the president of I-Shou University for 21 years.

 

Dr. Fu is one of the Founding Directors of TWAEA. Many efforts have been devoted to the attendance at International affairs to develop and promote assessment’s knowledge and technology since he became the Chair of TWAEA in 2015. Dr. Fu was awarded by the Office for National Education Standards and Quality Assessment (ONESQA) for his contribution to the development of quality assurance in 2015. In the same year, MOU about “Joint Accreditation” with ONESQA was signed to build up cross-country accreditation system for the enhancement of assessment.
