"Quality Assurance in ASEAN Countries: The Roles of AQAN"

Professor Dr. Chan Basaruddin is currently the Director of the Executive Board – National Accreditation Agency for Higher Education – Indonesia. He is also a professor of computer science at the University of Indonesia. He is currently holding the position as the Vice President of the ASEAN Quality Assurance Network (AQAN) and will become the President as of September 2017. He also serves as the Vice-President of The Association of QA Agencies in the Islamic World (IQA) until February 2019.

He earned a Bachelor of Arts in Mathematics (1985) from Gadjah Mada University - Jogyakarta, Master of Science (1988) and Doctor of Philosophy (1990) in Computer Science from the University of Manchester – United Kingdom. His research interest covers: parallel computing, social signal processing, numerical linear algebra, and scientific computing. He was the Dean of the Faculty of Computer Science – the University of Indonesia (2004 – 2013). He was the Secretary of the Board of Higher Education from 2003 to 2005, and then the Chairman of the Development Council of the Board of Higher Education since 2015.

In addition, Dr. Basaruddin is also known as an expert in higher education development. He served as an international consultant in the areas of higher education management, funding and financing, as well as quality assurance. As a consultant, he has been serving in various countries such as Indonesia, Sri Lanka, Jordan, and Mongolia. He has been instrumentally involved in the development of higher education sector in Indonesia since mid 90s.

  In her former academic life, she was a Professor of Law with Universiti Teknologi MARA  and a former Dean of the faculty of Law and Public Administration has over 18 years of experience in the Malaysian higher Education and 20 years in the field quality assurance  and public service.   

 

  Her involvement in the field of quality assurance began when she was recruited as a pioneer to collaboratively develop external quality assurance and accreditation policies, codes and systems with the establishment the first external quality assurance body in Malaysia, Lembaga Akreditasi Negara (LAN) in 1997.  Since then she had held responsible positions including as the accreditation officer, trainer, Secretary to the Board and as General Manager of the organisation. Her experience and close involvement continued with the government policy  to transform and consolidate the qualifications with the establishment of the Malaysian Qualifications Framework, and quality assurance system across the higher education and training sectors and systems in 2005. She served the office of the Deputy CEO and Secretary for the Council for QA sector till December 2014 in the Malaysian Qualification Agency. Her current role as Fellow QA Specialist to MQA evolves on special projects on Technical Vocational Education and Training, the Malaysian Qualifications Framework, quality assurance systems and policies and institutional audits. This also includes projects on comparability of qualifications and mutual recognition of QA decisions with 3 countries and provided some short term services to Bhutan, Laos and Myanmar. On the international front, she values being able to contribute to networks includes as the current Secretary Of ASEAN Quality Assurance Network of which MQA was the founding body and chaired the technical working group which developed ASEAN Quality Assurance Framework (AQAF); Special Advisor to Islamic Quality Assurance Network, a current board member of Asia Pacific Quality Assurance Network and a former member of AQRF task force. With the ongoing EU SHARE QA Project, she serves as chair of the expert working group.
